Blinken spoke today with Egyptian Foreign Minister Sameh Shoukry.The Secretary and the Foreign Minister highlighted the importance of the strong strategic partnership between the United States and Egypt, particularly in security and ongoing counterterrorism cooperation, and exchanged views on regional issues.The Secretary raised concerns over human rights, which he emphasized would be central to the U.S.-Egypt bilateral relationship, and Egypt’s potential procurement of Su-35 fighter aircraft from Russia.
The call means Countering America’s Adversaries Through Sanctions Act (CAATSA) for Egypt. The CAATSA Sanctions represent the implementation of multiple legal authorities.Some of these authorities are in the form of executive orders issued by the President.Other authorities are public laws (statutes) passed by The Congress.These authorities are further codified by OFAC in its regulations which are published the Code of Federal Regulations (CFR).Modifications to these regulations are posted in the Federal Register.
