According to Ukraine’s Deputy Chief of the Defence Ministry’s Military Development Directorate, Major General Vadim Skibitsky, in an interview with RBC-Ukraine, Russia focuses on Kh-101 cruise missiles and Kinzhal Hypersonic missiles.

Russia is building several kinds of missiles, namely the Kh-101 cruise missiles and Kinzhal missiles, although the total rise in the production of precision missiles does not surpass 1.5 times. Though a production shift was noted, Russia’s missile output in 2025 did not notably differ from its 2024 level.

Assessing their efficacy, Vadim Skibitsky pointed out that Russia has cut the Calibre system’s Kh-101 cruise missile count while raising the manufacture of these missiles. “The enemy also intends to boost the manufacturing of Kinzhal missiles and Iskander ballistic missiles since these weapons have shown more efficacy in combat conditions,” Skibitsky said. He claims that the general increase in precision missile manufacturing does not surpass 1.2–1.5 times over last year.

By 2025, Russia intends to manufacture hundreds of missiles for assault on Ukraine, comprising 560 Kh-101 cruise missiles for the Iskander missile defence system and 750 9M723 ballistic missiles. These ideas have not yet been formally validated; hence, whether they can be practically carried out remains unclear.

Defence Express, a trade journal located in Ukraine, states that the continuation of present production levels is shown by the estimated Kh-101 cruise missile manufacturing rate—about 46 units per month. The pace for the 9M723 ballistic missile is projected to rise to 62 units monthly, a 25% increase over the December 2024 rate.
