Niger had significant political upheavals as the 1990s began. The decade introduced multi-party democracy for the first time, but it also witnessed rebellions by the Tuareg and Toubou people, resulting in violence in the country's north. The rebels organised two umbrella organisations: the Organisation of Armed Resistance (ORA) and the Coordinated Armed Resistance (CRA).

In 1994, the government and rebels agreed to a truce, which paved the way for discussions. This finally culminated to the signing of the Peace Accord on April 24, 1995, in Ouagadougou, Burkina Faso's capital.

While the final armed group did not sign on to the pact until 1998, and intermittent violence persisted until 1999, the deal was viewed as the end of both the war and the insurgency.

On September 25th, 2000, a "Flame of Peace" was held in Agadez to commemorate the final peace deal, during which weapons were burnt.
