Kazakhstan’s Senate shared the roadmap for the BESQARU Plant, producing Otokar’s [BIST-OTKAR] armoured vehicles, including TULPAR tracked IFV and ALPAR UGV, for 2026.
The Senate of the Parliament of the Republic of Kazakhstan covered the 2025 developments and the roadmap for the joint production with Otokar’s various armoured vehicles in the BESQARU plant. The roadmap shows vehicles in production by the end of 2025 as:
-TAIMAS 8x8 Amphibious IFV (Localisation of ARMA 8x8 with Chinese VN20 Turret)
-TAIMAS 6x6 IFV, shown for the first time, fitted with MIZRAK turret
-AIBAR 4x4 Tactical Wheeled Vehicle in six configurations (Localisation of COBRA II 4x4)
-URAL 4x4 Tactical Wheeled Vehicle
More interestingly, the plan for 2026 includes the TULPAR tracked IFV shown in light tank configuration, armed with Leonardo’s HITFACT MKII 120 mm turret. Still, it is not for sure if it is representative, as it is known that TULPAR in IFV configuration has been tested in Kazakhstan.
Alongside TULPAR, ALPAR heavy UGV seemingly will be produced in the plant as well. ALPAR was developed from the ground up as a heavy UGV with a hybrid powerpack primarily to accompany infantry or armoured vehicles to provide fire support. The UGV has been integrated with the MIZRAK-30 turret featuring a 30x173 mm chain gun and two OMTAS ATGMs. However, further payload options for ALPAR are being studied as well.
Alongside the Central Asia node in Kazakhstan, Otokar is building an Europe node in Romania. The new industrial cooperation with Romania, spearheaded by the large-scale acquisition of COBRA II 4x4, which includes local production, is also set to bring new products such as the jointly developed 6x6 Medium-2 UGV (In cooperation with Elektroland Defence and Romanian BlueSpace Technologies).
