Greek Pressure on US to Lift Arms Embargo on Greek Cyprus TurDef

Leaders of the Congressional Hellenic Caucus put pressure on the US House of Representatives to lift Greek Cyprus permanently lifting the arms embargo. 
According to the Greek publication Ekathimerini, the initiative calls for removing limits and exemptions pertaining to the delivery of military support and defence equipment to Greek Cyprus.  Regarding the fiscal year 2020, this bill modifies Section 1250A of the National Defence Authorisation Act (NDAA).

A portion of the embargo was lifted in 2019 due to the EastMed Act, which stipulated that the lifting of restrictions on the export, re-export, or transfer of United States arms to Greek Cyprus “would advance the security interests of the United States in Europe by helping to reduce the dependence of the Republic of Cyprus on other countries, including countries that pose challenges to American interests throughout the world.” 


At that time, it was stipulated that the US President was required to certify on an annual basis to the relevant committees of Congress, namely the Foreign Relations and Armed Services committees of the Senate and the Foreign Affairs and Armed Forces committees of the House of Representatives, that the government of the Republic of Cyprus meets two conditions: “First, it continues to cooperate with the United States government in efforts to implement reforms regarding regulations to combat money laundering and the supervision of financial regulation. The second thing that it continues to take the appropriate steps to prevent Russian military vessels from entering the ports of Greek Cyprus. According to the publication, Greek Cyprus meets these conditions.

The Background of US Embargo on Greek Cyprus

What the newspaper did not mention was why the embargo was actually implemented; in 1974, the Greek Colonels’ Junta, which wanted to unite Greece and Cyprus under the same administration (ENOSIS), organised an armed coup on the island. The EOKA-B junta both overthrew the Makarios government and attacked Turkish civilians. When the calls of the guarantor country, Turkiye, to end this situation went unanswered, Turkiye launched a military operation on the island in 1974 to stop the bloodshed. Following this operation, peace was established on the island, while the US imposed a full embargo on Greek Cyprus for 13 years between 1974 and 1987. In 1987, the US lifted the arms embargo on the Greek Cypriot Administration and allowed the sale of limited defence equipment, but heavy weapons transfers were restricted.
